Today, small producers even the governments who do not care about the researches to achieve technology, so they become intermediary’s dealers without any identification. Thus, with proper drawing management system to coordinate the separate activities of universities, industrial centers, and government, the local technology would be formed. Therefore, the development of a comprehensive management system is provided. The design and implementation of communication link between the three pillars mentioned above, semi-industrial and industrial countries' experiences, has been studied. To investigate the failure of the production technology and compare it with the experience of other countries, it is clear that the main problem in this field to assign a simple macro trends in the design and testing three pillars of strategic management depends on government, academia, and industry. Treatment guidelines provided in this section are as follows: • Forget the culture of short-term profit. • Exclusion of non-strategic and taste management. • Keeping the privacy and dignity of researcher. • Low risk investment in developing local technology. • Government thought and foresight. The implementation of the system presented in this paper to achieve the prestigious science and technology in the world is possible. This is the only way that would be possible to offer to the world the development of science and technology with the Iranian thought and identity. در اين مقاله راهكارهاي لازم براي طراحی و اجرای حلقه‌ها‌ی ارتباطی بين دانشگاه، صنعت و دولت براي توسعه ملی ارائه شده است. امروزه توليد كنندگان كوچك حتي دولتهائي كه به تحقيقات و پژوهش براي رسيدن به فن آوري اهميت نمي دهند، تبديل به واسطه‌ها‌ئي بدون هويت مي شوند. از اينرو با ترسيم سيستم مديريتي مناسب، براي همسو نمودن فعاليتهاي جدا از هم در دانشگاها، مراكز صنعتي و دولت فن آوري بومي شكل مي گيرد. بنابراین با این سیستم مدیرت زمینه توسعه همه جانبه فراهم می‌شود. براي طراحی و اجرای حلقه‌ها‌ي ارتباط بين سه ركن ذكر شده، ‌ تجربه‌ها‌ي‌ كشورهاي‌ نيمه‌ صنعتي‌ و صنعتي‌، مورد بررسي قرار گرفته است. با بررسي نارسائي درتوليد فن آوري و مقايسة آن با تجربه‌ها‌ي ديگر کشورها، مشخص مي گردد كه مشكل اصلي در اين زمينه به ساده نگري در طراحي مديريت استراتژيك و كلان سنجي سه ركن دولت، دانشگاه، و صنعت، بستگی دارد. راهكارهاي علاج بخش ارائه شده در اين زمينه عبارتند از: • فراموش نمودن فرهنگ انتفاعي كوتاه مدت. • كنار گذاشتن مديريت سليقه اي و غير استراتژيك. • حفظ حريم و حرمت محقق. • كم شدن ريسك سرمايه گذاري در طراحي فن آوري بومي. • انديشة فرانگر در دولت. با اجرا شدن سيستم ارائه شده در اين مقاله رسيدن به جايگاه رفيع علم و فن آوري در سطح جهان امكان پذير است. تنها در اين صورت است كه مي توان توسعه علم و فن آوري را بهمراه فكر و هويت ايراني به جهانيان عرضه نمود. http://jiu.ir/ar/Article/Download/6599
