This issue has raised the need to study the social attachment for it. The purpose of this study was to evaluate and predict the consequences of the construction of a bicycle path in Mirdamad Boulevard in order to increase its positive effects and reduce its negative effects. According to the nature of the project and the scope of the study, quantitative and qualitative methods, specifically the method of survey, interview and analysis of experts' opinions, have been used to collect information. The sample size for the purposeful survey was 200 and the number of interviews was about 50. The evaluation of the project's consequences has been carried out in the form of three scenarios of continuation of the status quo, adjustment of the status quo and change of the status quo. The results of the research indicate that the most issues and problems of the studied area that have overshadowed the effects of the project were prioritized in the physical-activity, transportation and traffic, and social and cultural fields, respectively. The implementation of the project in the form of the continuation of the status quo scenario will bring the continuation of the challenges of the current situation. Also, the investigations showed that the implementation of the project in the form of the scenario of adjusting the existing situation also has adverse effects such as the continuation of the presence of motorcycles on the bicycle path, the increase in accidents and life risks, the deprivation of the comfort and peace of the residents, the reduction of the economic prosperity of the business, the continuation of the presence of sleeping cars. And renting a parking space brings pessimism and lack of trust in the city management, the formation of dissatisfactions, etc. For this purpose, another scenario was proposed and in that form, the proposed plan of the research group was presented by adopting the approach of "changing the existing situation" and emphasizing the gradual and long-term approach.   <p class="MsoNormal" dir="RTL" style="text-align: justify; text-justify: kashida; text-kashida: 0%; line-height: normal; tab-stops: right 436.5pt; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 36.0pt .0001pt 36.0pt;">پروژه مسیر دوچرخه بلوار میرداماد، چندین سال است که اجرا و به مرحله بهرهبرداری رسیده است. اما شواهد موجود نشان میدهد که پروژه یادشده در عمل با چالشهای مختلفی مواجه و از اهداف خود دور شده است. این موضوع، ضرورت انجام مطالعۀ ارزیابی تأثیرات اجتماعی را برای آن مطرح کرده است. هدف این مطالعه، ارزیابی و پیشبینی تأثیرات احداث مسیر دوچرخه بلوار میرداماد در راستای افزایش تأثیرات مثبت و کاهش تأثیرات منفی آن بوده است. با توجه به ماهیت پروژه و محدودۀ مورد مطالعه، از روشهای کمی و کیفی و به طور مشخص روش پیمایش، مصاحبه و تحلیل آرای کارشناسان برای گردآوری اطلاعات استفاده شده است. حجم نمونه برای پیمایش به صورت هدفمند، 200 مورد و تعداد مصاحبه&zwnj;های به عمل آمده نیز حدود 50 مورد بوده است. ارزیابی تأثیرات پروژه در قالب سه سناریوی «تداوم» وضعیت موجود، «تعدیل» وضعیت موجود و «تغییر» وضعیت موجود انجام گرفته است. نتایج پژوهش بیانگر آن است که بیشترین مسائل و مشکلات محدودۀ مورد مطالعه که اثرات پروژه را تحتالشعاع قرار داده است، به ترتیب اولویت در حوزههای کالبدی - فعالیتی، حملونقل و ترافیک و اجتماعی و فرهنگی بوده است. اجرای پروژه در قالب سناریوی تداوم وضع موجود، تداوم چالشهای وضعیت فعلی را به همراه خواهد داشت. همچنین بررسیها نشان میدهد که اجرای پروژه در قالب سناریوی تعدیل وضعیت موجود نیز اثرات نامطلوبی مانند تداوم حضور موتوریها در مسیر دوچرخه، افزایش تصادفات و خطرات جانی، سلب آسایش و آرامش اهالی، کاهش رونق اقتصادی کسبه، تداوم حضور ماشینخوابی و اجارۀ جای پارک، بدبینی و عدم اعتماد به مدیریت شهری، شکلگیری نارضایتیها و... را به همراه دارد. بدین منظور سناریوی دیگری مطرح شده و در قالب آن، طرح پیشنهادی گروه پژوهش با اتخاذ رویکرد «تغییر وضعیت موجود» و با تأکید بر رویکرد تدریجی و بلندمدت ارائه شده است.

The project implementation method is of a mixed type (quantitative and qualitative) with an emphasis on field studies based on survey, individual and group interviews, document review and comparative studies. The method of analyzing the findings is based on analytical and descriptive methods, content analysis, scenario writing and stakeholder analysis. The findings of the research show that the local residents largely agree with the implementation of the plan. Among the stakeholders with high power and high influence (traffic police, traffic deputy, Sima and Manzar organization and also local builders), there is a lot of opposition to the implementation of the proposed plan of the urban development deputy, and they consider the plan to cause more traffic and congestion. Based on the 4 scenarios ahead of the plan, the adjustment scenario is approved by the study of Ataf and suggestions have been made in line with this scenario.   پژوهش حاضر از نوع پژوهش&zwnj;های ارزیابی تأثیرات اجتماعی و فرهنگی است که با هدف شناسایی تأثیرات طرح بازطراحی میدان استقلال شهر کرج، شناسایی ذی&zwnj;نفعان، بستر اجتماعی پروژه، واکنش&zwnj;های ممکن به پروژه، سناریوهای پیش روی طرح و... انجام گرفته است. مباحث مفهومی و نظری پشتیبان مطالعه اتاف، مباحث نظری حوزه اتاف و فضاهای عمومی شهری و الزامات طراحی آنهاست. روش&zwnj; اجرای پروژه از نوع ترکیبی (کمی و کیفی) با تأکید بر مطالعات میدانی مبتنی بر پیمایش، مصاحبه فردی و گروهی، بررسی اسناد و مطالعات تطبیقی است. روش تحلیل یافته&zwnj;ها مبتنی بر روش&zwnj;های تحلیلی و توصیفی، تحلیل محتوا، سناریونویسی و تحلیل ذی&zwnj;نفعان است. یافته&zwnj;های پژوهش نشان میدهد که ساکنان محلی تاحدود زیادی با اجرای طرح موافق هستند. در میان ذینفعان دارای قدرت بالا و تأثیرگذاری بالا (پلیس راهور، معاونت ترافیک، سازمان سیما و منظر و همچنین سازندگان محلی)، مخالفت با اجرای طرح پیشنهادی معاونت شهرسازی زیاد است و طرح را عامل ایجاد ترافیک و شلوغی بیشتر میدانند. بر اساس چهار سناریوی پیش روی طرح، سناریوی تعدیل مورد تأیید مطالعه اتاف است و پیشنهادهایی در راستای این سناریو ارائه شده است.

My theoretical model is based on spatial justice and sustainable development, and various quantitative and qualitative methods have been used to evaluate the consequences of the action. The consequences have been evaluated in the form of three scenarios of continuation, change, and adjustment of the status quo, and each scenario have been examined in four areas: traffic, social, environmental, and institutional. According to the results, in the current situation, the area under investigation is struggling with much traffic, social and institutional issues, and if the first scenario is realized, we will witness the complete dominance of the negative effects in all four mentioned areas. The realization of the second scenario, along with significant positive effects, due to the reliance on a confrontational approach with the beneficiary organizations, will increase the negative consequences and costs. In case of changing the mentioned approach and adopting an interactive position and based on participatory management, a significant part of the mentioned negative consequences will be excluded and a large part of the positive consequences of the previous scenario will remain in force. Based on this, the ATAF team has proposed the third scenario as the best scenario and in order to realize this scenario, it has presented the proposed application in the form of three categories of execution frequency system, efficient communication system and intelligent monitoring system.   مطالعه حاضر با هدف ارزیابی تأثیرات احیا و توسعۀ اراضی کانون ابوذر در منطقه 17 تهران به مرحله اجرا درآمده است. مدل نظری پژوهش بر مفهوم عدالت فضایی و توسعه پایدار استوار بوده، برای ارزیابی تأثیرات اقدام از روشهای مختلف کمی و کیفی، اعم از انجام پیمایش در حوزۀ مداخله پروژه، مصاحبه با گروههای مختلف ذینفع و نیز مشاهدات میدانی استفاده شده است. ارزیابی تأثیرات در قالب سه سناریوی تداوم وضع موجود، تغییر وضع موجود و تعدیل وضع موجود صورت گرفته و تأثیرات هر سناریو در چهار حوزۀ ترافیکی، اجتماعی، محیطی و نهادی بررسی شده است. طبق نتایج، محدودۀ مورد بررسی در وضعیت فعلی با مسائل ترافیکی، اجتماعی و نهادی دست به گریبان است که در صورت تحقق سناریوی اول در هر چهار حوزه یادشده، تأثیرات منفی غلبه خواهد کرد. تحقق سناریوی دوم در کنار تأثیرات مثبت قابل توجه، به دلیل اتکا به رویکرد تقابلی با سازمانهای ذینفع، اجرای پروژه را با تأثیرات منفی و هزینههای متعددی مواجه خواهد ساخت. اما در صورت تغییر رویکرد یادشده و اتخاذ موضع تعاملی و مبتنی بر مدیریت مشارکتی در اجرای پروژه (سناریوی سوم)، بخش قابل توجهی از تأثیرات منفی یادشده منتفی بوده، بخش زیادی از تأثیرات مثبت سناریوی قبلی نیز به قوت خود باقی خواهد بود. بر همین اساس گروه اتاف، سناریوی سوم را به عنوان سناریوی برگزیده پیشنهاد نموده و در راستای تحقق این سناریو، کاربست پیشنهادی را در قالب سه مقولۀ نظام بسامد اجرا، نظام کارآمد ارتباطی و نظام هوشمند پایش ارائه نموده است.

ETA has evolved from a monitoring tool to a project social issue management process used by developers, financiers, affected communities and environmental licensing agencies. Eta considers the following: interest sharing, boom and bust cycles, community development, community participation, community resilience, cultural heritage, due diligence, empowerment, gender issues, grievance mechanisms, human rights, impact and benefits agreements, Indigenous people, migration, livelihood restoration, local content, local procurement, project-induced displacement and resettlement, psychosocial impacts, social performance, social impact management plans, social inclusion, social investment, social license to operate, social performance, stakeholder participation Beneficiaries, vulnerable groups and traditional issues such as identifying social effects and designing interventions to reduce harm. In this issue, to investigate the role and obstacles of social impact assessment in the development and empowerment of rural people, we went to Dr. Nozarpour to use his opinions and experiences. Dr. Nozarpour has a bachelor's degree in sociology and a master's degree and a doctorate in urban planning. He started his career in the Ministry of Interior in 1370 in the field of urban and rural development and worked in the same field until his retirement. At one point, he was the general manager of the planning and construction office and was responsible for all municipal affairs in the country in the fields of planning, policy making, studies, research and education, distribution of resources and technical support. At one point, he was responsible for the establishment of rural cooperatives in the country, and from 1382 to 1384, he was the deputy for the establishment of rural cooperatives in the municipal organization. Before his retirement, he worked as the mayor of Tehran's 22nd district in the municipality for three years. Dr. Nuzarpour considers the political structure and the managers' vision of education in the rural sector to be one of the obstacles to the implementation of the social and cultural impact assessment in the rural sector, and he believes that one of the problems of the rural sector is the lack of sufficient information about social capital. It is local, environmental, and human, and social and cultural attachments can, with the support of managers, lead to more knowledge of the villages and attract the participation of the villagers in the matter of development. In the following, you will read an interview with him. نماد «مورد تأیید انجمن»اگر یکی از راه&zwnj;های دستیابی به توسعۀ پایدار، توسعۀ روستایی، حفظ منابع و سرمایه&zwnj;های طبیعی، بومی و انسانی دانسته شود، ارزیابی تأثیرات اجتماعی می&zwnj;تواند گامی مهم در تسهیل این امر باشد. ارزیابی تأثیرات اجتماعی به عنوان یکی از عناصر شناخت شرایط اجتماعی، فرهنگی، محیط&zwnj;زیستی، اقتصادی و بومی می&zwnj;تواند با مشارکت ساکنان روستاها، امر توسعه را در روستاها تسهیل کند و به توانمندسازی نهادی دهیاری&zwnj;ها و روستاها منجر شود. در این شماره برای بررسی نقش و موانع انجام ارزیابی تأثیرات اجتماعی در توسعه و توانمندسازی دهیاری&zwnj;ها به سراغ دکتر نوذرپور رفتیم تا از نظرات و تجربه&zwnj;های ایشان استفاده شود. دکتر نوذرپور دارای مدرک کارشناسی جامعه&zwnj;شناسی و کارشناسی ارشد و دکتری شهرسازی است. او فعالیت خود را در وزارت کشور از سال 1370 در حوزه عمران و توسعه شهر و روستا آغاز کرده و تا بازنشستگی نیز در همین حوزه فعالیت داشته است. در مقطعی، مدیر کل دفتر برنامه&zwnj;ریزی و عمرانی بوده و مسئولیت کلیه امور شهرداری کل کشور را در حوزه-های برنامه&zwnj;ریزی، سیاست&zwnj;گذاری، مطالعات، پژوهش و آموزش، توزیع منابع و پشتیبانی فنی بر عهده داشته است. در یک مقطع نیز مسئولیت راه&zwnj;اندازی دهیاری&zwnj;ها را در کشور به عهده داشته و از سال 1382 تا 1384، معاون راه&zwnj;اندازی دهیاری&zwnj;ها در سازمان شهرداری بوده است. ایشان پیش از بازنشستگی، سه سال و اندی در سمت شهردار منطقۀ 22 تهران در شهرداری فعالیت داشته است. دکتر نوذرپور، یکی از موانع اجرای ارزیابی تأثیرات اجتماعی و فرهنگی در بخش روستایی را ساختار سیاسی و بینش مدیران نسبت به امر آموزش در بخش روستایی می&zwnj;داند و معتقد است که یکی از مسائل بخش روستایی، نبود اطلاعات کافی نسبت به سرمایه&zwnj;های اجتماعی، بومی، محیط¬زیستی و انسانی است و پیوست&zwnj;های اجتماعی و فرهنگی می&zwnj;تواند با حمایت مدیران، منجر به شناخت بیشتر روستاها و جلب مشارکت اهالی روستا در امر توسعه شود. در ادامه، گفت&zwnj;وگوی با ایشان را می¬خوانید.
